我國區域自主創新與政府行為的溢出效應研究

摘要(Abstract)：
目前我國自主創新活動面臨政策、資金、人才等方面的問題,突出表現在各個省份之間的競爭激烈,大量創新項目重復投資,缺乏整體性的科學合理的調控手段,無法形成優勢資源的集中和共享。為探討提高我國整體性創新能力的途徑,應用SPVAR模型對我國省際間自主創新、政府行為對經濟增長溢出效應的分析表明,各省份自主創新活動有正向的溢出效用,但在現有的激勵機制作用下,地方政府以自身利益最大化為目標的行為,會對其他省份造成較為嚴重的負向溢出效應。
